How can i get rid of the stupid pigeons that take over my balcony all the time?

It never ends. They just keep coming back. Right now probably 5 or 6 are living in my tiny balcony. I live on the 4th floor of my apartment, and pigeons have always just loved my balcony. They come and never leave! They collect sticks, and then lay their eggs. Then the babies hatch, and they get older, and then THEY make eggs. Its SO annoying!! There's bird poo all over the floor, and tiny little bugs come into my room, through the window, because of the unsanitary conditions. Every summer we clean the balcony floor, with javex and other cleaners, and sweep the poo away. BUT THEY ALWAYS COME BACK!!! My balcony isn't even crowded, there is only 2 spare tires in there, nothing else! Can someone PLEASE give me the RIGHT ADVICE on how to GET RID of THESE DEVIL-LIKE ANIMALS! I HATE THEM SO MUCH.
