My whiteface tiel's wing seems hurt he has been rotating it back for 3 hrs,gentle mage not help-what now ?

I've had several tiels for 2 years now. My oldest (unknown age -adopted) sometimes hurts his wing & rotates it backwards also or just squawks when he moves the wrong way - but I gently mage it at the joint next to the body and one or two mages and he's ok. THIS tiel is 14 months old, white faced, & I've had him since he's 3 months old and he LOVES to be taken out of huge cage (measuring 5' by 5'), and perch out on top cage perch alone & even when several of my other tiels are up there too. Tonight he flew down (has clipped wings) and since that happened he has been rotating his right wing backwards constantly - no squawks of discomfort at all. For 3 hours I held him gently, scratched his head, slightly maging his nostrils,spoke to him - he enjoyed this and gave me little kisses. But even with the wing mages he continues to rotate it back non-stop.Considering taking him to my awesome avian vet tomorrow but his visits start at $65 plus treatments, medicine... Suggestions?
