Question about health insurance? HELP PLEASE!!!?

Within the last 3 months my mother was very sick, she was diagnosed with lupus and last month lost both her kidneys rapidly. Health wise it's been quite an ordeal. She was told she had 45 day's to submit payment for health insurance through the county she sent an 800 dollar payment to the agency requesting cobra insurance 400 for june and 400 for july. unfortunately she thought she was making a payment for june and july but then she received a notice stated her insurance was cut off completely for the month of July and onward. they also stated the payment was for May. She is now billed personally for the month of july which will probably be an outrageous amount over 100 grand. She is very depressed and on dialysis Is there a way to stop this from happening any advice?
