When is the most strategic time to apply for college as a transfer student?

There is a reason you were rejected the first time around. You need to resolve that question before applying. If it was your grades/test scores in high school, you need 1 year's worth of GRADES before you should think about transferring (30 credit hours). that way your high school stores and grades no longer count.
